  1. The «permitted» and «non-permitted» states of macroscopic objects are existing. The characteristic spectrum of discrete permitted states is realized under the «microscopic fluctuations», i.e. the transition from one macroscopic state into the other.
  2. The form of spectrum of microscopic fluctuation amplitude is changed in time. With high probability the form of amplitude spectrum, the form of respective histograms, is similar for the processes of any nature, from radioactive decay up to biochemical reactions, including the processes taking place at distances of hundreds and thousands kilometers from each other.
  3. Probability of the repeated appearance of histogram of a given form is maximal within the closest adjacent time intervals and is increased again with a period of about 27 days and in a year (365 days).
  4. The quite general cosmophysical (cosmogonic) cause of this phenomenon is suggested.
